I beg to forward the attached report Martin, Superintendent, Registration and Parcel Branch, G.P.0., from which it would appear that Er. P. A. V. Remedios, 1st Grade Clerk, who is in charge of one of the keys of the Registration Branch and also of one key of the Insured letter safe handed these two keys to his son (a youth) and his Chinese cook and sent them to the GP.0. on Sunday afternoon the 11th October at about 4.45 pm. to get some money belonging to him which was in the safe. The two reached the G.P.0. got in and were engaged in opening the
safe when Mr. Martin'e attention was drawn to their presence by
the Chinese Postal Clerk on Sunday duty. (Mr. Martin happened to
be in the office at the time). The Superintendent, Registration and Parcel Branch after investigating the matter considered that there was no case against the boy and the cook and let them go. He thereupon reported the matter to me as stated.
2. There is no doubt in my mind that there was no intention
to commit a robbery, at the same time it was most dangerous to allow a young Portuguese boy and a Chinese cook both strangers to the G.P.0. to go to the safe where all the most important insured covers were stored. It was further a gross breach of the regulat- ion which I have for 12 months now been endeavouring to instil into all postal employees that no outsiders were to come into the Sorting Office of the G.P.0. at all. Notices to the effect that outsiders are not admitted are posted up and Mr. Remedios admits that he was aware of my instructions.

Under the circumstances I have interdicted r .P.A.V.
Remedios from duty as I consider it unsafe for an officer to be in charge of the Registration Branch who is ready to break the office rules which are made for the safeguarding of postal matter and who hands over Government keys to members of his family for purposes of his ow. In addition General Order 368 lays it down clearly that officers are not to keep anything but public money
